Well in the state list of neet, people who have applied from state quota that is people who have the domicile of that state are only there in state list of neet. People who are from other states are not included in it.

Only the candidate who are eligible for 85% state qouta and holds the domicile that particular state are  included in the state merit list.

Rest all others student of different states are eligible for 15% All India qouta in that state and will be given seats in that state through the central counseling conducted be MCC.
