A minor ruling family called the Muttaraiyar had control over the Kaveri delta, and they were under the authority of the Pallava kings of Kanchipuram. In the middle of the ninth century, a leader named Vijayalaya, hailing from the ancient Chola family of Uraiyur, managed to take control of the Kaveri delta from the Muttaraiyar. He established the town of Thanjavur and built a temple dedicated to the goddess Nishumbhasudini there.
