The chief minister is formally appointed by the governor of the state, also appoints other ministers on the advice of the Chief Minister. The Council of Ministers is collectively responsible to legislative assembly of the State.

The party that has enough MLAs who form the majority in the legislative assembly nominates one of their members as the chief minister.

The Chief Minister is considered as the de facto executive, while the Governor is the de jure executive. After the commencement of the election, the majority party in the Legislative Assembly forms the government.

The Chief Minister can be appointed from either the lower house or upper house, but majorly from the lower house. Under such conditions, the selection of the Chief Minister needs the approval of the majority of the legislative assembly.
