Who is eligible for creating and publishing Swayam certificate courses?

As of now, the Ministry of Education has appointed nine coordinator agencies such as the UGC, NPTEL, NCERT, IGNOU, IIM-Bangalore, and AICTE, among others to create and publish courses on the Swayam platform.
