The department of Home (Home Ministry) of a state handles departments like police.
As for Odisha, currently the home ministry is under the portfolio of the chief minster there, Mr. Naveen Patnaik, along with his other portfolios like general administration, public grievances, etc.

There is nothing like home minister in odisha state. Home minister of india is Amit shah currently. Home, General Administration & Public Grievances and any other Departments specifically not assigned in odisha,all these department are handled by CM of Odisha itself. Naveen Patnaik look after all the department mentioned above.
