why afmc not select Compartment students?

I am guessing that you are asking about MBBS in AFMC
AFMC doesn't allow compartment students.
This is because,
It's eligibility criteria clearly mentions that you must pass in your 1st attempt only . This has been done so that they can get the best students or get the creame/best talent out of the available options /students.
For your reference,
AFMC MBBS eligibility criteria is given below criteria
--------) Educational qualification:- to be eligible you must pass all the subjects in your class 12th in your first attempt with English, Physics, Chemistry and Biology and must get at least 60% in aggregate of PCB i. e Physics, Chemistry and Biology and at least 50% marks in English and 50% marks individually in each of PCB , also should have studied and passed maths in the class 10th.
--------)Age :- you must be at least 17 years old by 31st December of the year in which you apply, and must not be of age of 24 years on that date i. e If you are going to take admission in 2021 then your date of birth must not be earlier than 1st January 1998 and it should not be later than 31st December 2004.
--------)Height requirement:- height required to be eligible for MBBS in AFMC is provided below
(i) for boys: -
-) should have at least height of 157 cm.
-)Candidates from hills and North Eastern States need at least a height of 152 cm.
-) there is allowance for growth of 02 cm for those who are less than 18 year old.
(ii) for Girls:
-) should have at least height of 152 cm.
-)Candidates from hills and North Eastern States need at least a height of 147 cm.
-) there is allowance for growth of 02 cm for those who are less than 18 year old.
