Why as per information provided by mcc in certain college's seat matrix shows zero obc seats?

According to government of india there is 27% reservation for OBC category Under all india quota. However some states and private colleges do not have any provision for reservation of OBC category students. So seat matrix of those those colleges show zero reserved seats for OBC category students.
