The cut-off of any College is depend on many factor like student who appear for exam, the number of students who appear for counselling , number of seats in college. So the cut-off is not going to change drastically . And offcourse there is also a reservation factor and off manage quote also. So don't expect that cut off will change drastically.

UPSEE cutoff depends on a number of factors like difficulty level of the exam, previous year cutoff trends, availability of seats, number of students who have attempted the exam and those who have qualified. Since there are many factors involved as well as the colleges may have a minimum acceptable rank for admission, so the cutoff won't change drastically in round 3, even if there is vacancy.
