Why didn't special round selections happen for NIT+ in 2016 although there were vacant seats?

No no it is not allowed in engineering because it is a national level competitive exam and the questions have been prepared by IIT lectures  and you know that each year

lots of seats remain vacant in engineering but we have seen that state governments conducting second exam if the seats are not filled but,as NIT institute comes under central government so it depends upon what they decide
