Why do government is raising fees of IIM and IIT to sky high?

As IIT is a top priority institute where students hope to gain admission. As a National Priority College, the government previously subsidised every student so heavily that the financial burden on students was reduced with scholarship assistance. However, students never pay back to society and the economy as intended by either flying to developed countries or profit-oriented thinking. Another issue is that we spend less than 2% of GDP on research, so IIT cannot survive on their own...they require funds for research as well as administration.
Solutions include the government increasing funding for IITs and IITs collaborating with industry for research grants... and students passing through contribute in some way to society and the college
