Why do universities and collages hold back the students original documents after allocating the seat ?

Hello Neelima,
Most of the universities and colleges still hold back students original documents like marksheet and all, so that no student can join other college in between of their course as this will affect college income.
Sonce, UGC has passed strict guidelines about that but some colleges specially private colleges are holding back the original certificates with them.

So Private Collages dos'nt follow UGC guidelines , can an individual file a complaint against it if they keep the certificates ? Is there any solution ?
