Average velocity can be zero if the displacement is zero. The formula of average velocity is Total displacement/ total time interval. Displacement is the distance between the final and initial position of an object. If the object travels a distance and comes to rest in it's initial position, it's average velocity will be zero but average speed can not be zero.
