Dear Ravindra, yes its very much true that a student having state quota have higher chances of getting government college than a student having AIQ. The reason behind this is simple, every state reserves 85% of the total seats in every college for the students belonging to that state and rest 15% are for the students belonging to AIQ.
Suppose two students have same marks. One student belongs has State Quota and the other has AIQ. So, the student having State Quota will have higher chances of getting a seat in that college as compared to the student having AIQ.
Hope this helps.
