why nit andhra Pradesh home state cutoffs is higher than other state quota in all courses. please explain

If you are talking about the closing ranks than it is based on the actual rank of the last candidate which got seat in that college, sometimes it happen that from home state less candidate apply that is the low rank candidate didn;t fill that choice so it may be possible but it doesn't mean that if you fill you will not get that choice.
