I understand that you are facing some discrepancy owing to perhaps some technical snag due to which you are not able to submit your application form and so to answer your question, firstly make sure that it is actually happening due to some technical snag so in order to do that check that all the criteria are met and that you have entered all data correctly in the application form and also make sure that you are applying while the application portal is open. If the issue resolves after following the above steps then well and good.

If it does not resolve after following the above steps then it is ascertained that it is occurring due to some technical snag in which case you need to address the issue with the concerned authorities via mail or through post while clearly stating your issue and the discrepancy that you are facing and also do mention all the data associated for the same inquiry and request them for an expedited solution.
