If you visit the website of COMEDK, you can see a scroll notification there stating "2018 counselling dates would be notified after getting confirmation from regulatory authorities". So, after  getting the confirmation only, they can can begin the procedure. It can be due to some legal matters. But, it won't affect the students in any manner.
