why the cut off is calculated for 165 thro stream1 in sastra university ?

SASTRA University is located in Thanjavur district, TamilNadu.
The admission to all the programmes are offered only based on merit, so these are conducted into 2 streams: Stream 1 and Stream 2.
1. Stream 1: the admissions are based on JEE Mains and your 12th grade marks. (70% of seats)
2. Stream 2: the admissions are based on just your 12th grade marks. (30% of seats)
So to answer your question:
The weightage for JEE Mains and 12 Class marks are 25% and 75% respectively. So the combined score will determine your SASTRA rank and admission will be based on this.
They calculate this using the following formula:
So for example you have secured score of 180 in JEE Mains and then 90% in your Class 12 Examination; this will be calculated as (0.25*180) + (0.75*90) = 112.5
So I guess based on this formula, the cutoff has been decided to be 165.

your question is not clear, see sastra university has two way of admission process, in stream 1 mode, the cutoff scores is calculated by taking jee main and 12th score percentage, where 25% weightage is given to jee main score and 75% weightage is given to 12th score. 70% seats are fills by stream 1 mode of admission process. if you have any more query you may ask in comment section.
