Hi Mahima,
For your kind information i would like to tell you that according to your government rules, now nios is not considered as invalid for appearing in courses like medical/pharmacy/engineering; etc.
So,no institute has the right to cancel any student's admission on the basis of nios.
But,as you know that mostly private institutions trends to avoid governmental rules and implements their own rules. So i think this is the basic reason why vms college of pharmacy says something like this.
But, you have the right to report about such issues to higher athourities as well. So, i will suggest you to think wisely about choosing such colleges and for once also go and talk clearly to the college staff about this.
Good luck.
