Under pressure from the developed nations, UNCTAD's (United Nations Conference on Trade and Development) bias, and never-ending "negotiations" and "conversation," the "stabilisation" fund policy took the place of producer groups' plans for collective unilateral intervention when it was necessary. In the end, the conflict over the NIEO was unsuccessful.
