If you have great extra curricular points, like social services, projects done for governments , sports or you run a lot of marathons and anything of a similar kind that makes you stand out of the crowd you are bound to get noticed. In addition writing a great SOP with a good gre and toefl score I don't think anyone can stop you. Your CV should have those other things to equalize the 12 th marks.
