Will any new medical college be started in West Bengal in 2021?

No, there's been no news of opening up of any new medical colleges in West Bengal in 2021 . Also, if the government decides to open new medical colleges then there construction will take a few years. So, there's no plan for new medical colleges in west Bengal for the year 2021.
