The seat matrix is usually fixed in all of the medical as well as dental colleges across india. And this is true for government and private colleges alike. This means that the seat reserved for the candidate of a particular category can only be filled by that candidate. There is one exception though, if the seat can not be filled even in the mop up rounds, the seats can either be made open to all or be interchanged among other categories, depending upon the merit and number of candidates.
