No it is not likely that college would start before the counselling process of KCET ends. Colleges wil begin shortly after the counselling process ends so that everyone can attend college who have gotten admission even in the third round itself. Also afterwards colleges may independenly hold spot rounds to fill seats but that will happen after the college opens. Hope this helps!
