According to your question, if you would specify what are you comparing 2nd round cut off with ,is it with previous year cut offs or with 2nd year then i would answer you with more clarity.

But still generally every year cut off doesn't gets high rather it gets low as the number of seats through mhtcet increases every year.

The cutoff for any exam or mhtcet mainly depends on the following factors :-

• Number of seats available in particular institutes.
• Number of candidates appeared for examination.
• Difficulty level of question paper.
• Previous years cutoffs.

So, actually it is difficult to assume the cutoff for the second round of mhtcet, but after first round if more number of seats were left vacant then in second round the cutoff might increase.
