will he able to take direct admission in IIT Hyderabad for MTech, in case if he is not through in IIT results. Please confirm the procedures

No you can't take direct admissions to the institutes such as IITs as they don't have management quota seats and admissions for all the M.Tech courses are based on the score of GATE.
In order to appear for GATE you must fulfill following eligibility criterian,

Candidates should have completed their Bachelor’s degree in Engineering/Technology or Master’s degree (M.Sc) in any relevant science subject or must be in the final year of the programme.

While applying for GATE 2019, there is no minimum pass percentage in the qualifying degree.
