In a way, your state JEE Rank is considered while you are taking a seat through homestate reservation but JOSAA do not reveal homestate rank.
Let us think in this way, see homestate seats are reserved for homestte students and it is firstly served to the students who belongs to the state where NIT or the concerned college is located. So by this way you are competing with your homestate students only and hence in a other way your state rank is being considered though while JOSAA gives cutoff it shows ALL INDIA RANK.

There are two kind of seats in NITs/GFTIs, first one is of Home state quota which are reserved for only those candidates who belong to same state where the institution is situated, second one is known as Other state quota for which the candidates from different states across India can take admission. The ranks that are considered for admission is CRL rank if you belongs to General category but if you belongs to any of the reserved category suvh as EWS/OBC/SC/ST/PwD then your admission will be taken on the basis of category rank either it is Home state quota seat or it is other state quota seat. In such institutions state rank is not considered even . But it is only applicable in JOSAA counselling, in CSAB counselling only CRL rank is considered for each category.
