See there are only 5 categories for seat allotment through AIQ counselling, General, SC, ST, OBC and EWS. No other vertical reservation is there but there is a horizontal reservation of 5% for PwD candidates across each category. No other reservation is provided for AIQ seats.
Unfortunately on such NEET rank you cannot get any of the government dental college for BDS through AIQ counselling and also please check once that even you are qualified for NEET 2021 or not and the cut-offs for NEET UG 2021 are as follows :-
-->>> General - 50th percentile - 720-138 marks
-->>> SC/ST/OBC - 40th percentile - 137-108 marks
-->>> General-PwD - 45th percentile - 137-122 marks
-->>> SC/ST/OBC-PwD - 40th percentile - 121-108 marks
Because without getting qualified in NEET UG 2021 you cannot get admissions in any of the courses such as MBBS/BDS, BAMS, BHMS and other Ayush courses neither in government college nor in private college.
So if you are qualified then you can use NEET College predictor to predict the colleges for BDS that you can get through State quota counselling because on such rank you have no chances in AIQ counselling :-
