will I get CSE or ECE with AIR of 27110 and OBC rank of 6514 in DTU /NSUT/ IIIT Delhi, I am from outside Delhi region

According to the category rank you have mentioned in the question you have good chances of getting CSE or ECE into either of the NSUT(CSE is little bit difficult here) or DTU or IIIT Delhi as per previous year's cut-off.
