No, you can't get a seat if you have not opted for the college in the counselling. After giving JEE Mains and Advance, the candidate have to appear for JoSAA counselling, in which you have to select your prefered colleges and branches. If you clear the cutoff of the opted college then only you will secure a seat in that college, if you failed to clear the cutoff of the selected college then you will not be able to secure any seat. If the seats of your selected college is empty then you will get the seat in the next counseling process and in the spot round(only if marks are little less than the cutoff).
For the college you haven't opted you can get any seat in any condition
