According to the resources online, yes you can get a refund. You will have to contact or go to the main campus of IPU, at Dwarka. Ask for a cansellation form, fill it with all the required details. You will have to submit it along with some documents, so contact the authorities beforehand about what is needed. A full refund will not be made, some amount will be deducted.
