Will JEE ADVANCE accept my OBC certificate of Bihar state (my permanent address) if I have given my class 12 board exams from Uttarakhand.

Your OBC category certificate will definitely be accepted by the jee advance board, only one condition applies that you should have your certificates updated. I mean to say that it should be be more than 6 months old otherwise it will be rejected by the verfiers.
