Lets make queries answered one by one
First of all, Whosoever will be the conducting authority, As per the trend, approx 90%-95% questions will be asked from the Syllabus and not from the outside.
By your time in NEET 2019, NTA will be the conducting authority (as per the current situation) and it is also planning out to conduct exam twice in a year but this is not very clear till now.
Raising of difficulty level is likely not to be seen with change of conducting authority.
As from the news from some news agency, NTA will conduct the NEET in a online mode but Nothing in this regard has been said Officially.

Needless to say, this committee has been formed to reduce the load of CBSE. Hence, due care will be taken while setting the question papers regarding the standard of questions that are to asked in the examinations. So you need not worry about that. Follow NCERT religiously for now and stay consistent in your preparation. Your efforts will be duly rewarded.
It is not likely to happen in the year of 2018, that is next year. Might take place in 2019.

and neet to take place twice in a year is a valid news..bt until and unless nta fully sets up and release its own guidelines ..it can't be said .
question paper may remain be of same difficulty level..
bt do focus on ur 11th and 12 th more now...if u prepare well now ..will definitely make it.
