Will students studying in Saudi Arabia be eligible to apply for OBC certificate? Is it compulsory to attach with application sent to CEE?

Yes, if you want to apply in KEAM, you will have to produce the category certificate. You have to make sure that your OBC certificate is valid as per Kerala government.
If you are filling KEAM application form, you will have to submit your category certificate with it.
