will the classes at govt. engg. colleges start only after 4th allotment

Please mention about which set of govt colleges you are talking of.
It depends on the number rounds of counselling of the concerning entrance exam.After counselling ,it takes around 10 days for the classes to get start.

Government engineering college shall start prior to 4th roun counselling.
Onky some vacant seats shall be filled by 14th August for MHTCET additional 4th round.
Post that full fledged class strength will be available for commencement of classes.
After 3rd round around 90% seats get filledup.
