Will the cut off decrease for admission in JADAVPUR UNIVERSITY b.tech after 90% domicile for West Bengal student?

Since Jadavpur University is the best college of WBJEE, their are very less chances that the closing ranks will increase. Since their is noting like cut off marks in WBJEE, we can't consider like that.
