Will the discontinued transfer certificate of a local college be accepted in Delhi University and it's affiliated colleges ?

Yes that is acceptable, i myself was a transfer student from another local college and my certificate was accepted so you will not face any problems. Your transfer certificate of another local college will be accepted by delhi University without any issues.
