Will they give us our state Ranking in Neet 2019 scorecard , if not how will we get to know our state ranking?

No, they will not give you the state ranking in your scorecard , it will only have your all india rank and category rank. For knowing your state rank, you can fill the counselling form which will be released by each and every state in online mode. After filling of form , there will be display of merit list , there you can see your state rank because that would be prepared on the basis of filling of form by candidates. If a candidate has not filled the form , his/her name will not appear in the merit list , hence excluded.
