As per the latest news from official account of Nta on Twitter, you can give an undertaking form ( like jee advanced ), instead of category certificate ( if you don't have ).
Recently there had been many queries about the non availability of the caste certificate so, as per the news on Twitter Nta declared that the candidates who can not avail the certificate presently or their certificate is taking too much time for issue, so they can fill the exam and instead of category certificate they can give an undertaking form during registration of jee mains, that if the certificate is still noy available till the mentioned date, then he/she will be treated as general candidate and he / she will get result or rank as per the general category.
So , if you are an obc ncl student, but not have certificate at present, then you can give an undertaking form and it will work fine during jee mains registration.
