Yes you are eligible for participating in state counselling after participating in 2nd round of AIQ/Deemed counselling as there is no restrictions in that. If you are not interested in taking admission in the allotted college I would still suggest not to cancel it yet. You just simply appear for next round of counselling and if you are offered a seat then the previous seat will be cancelled automatically then you can take the new seat if you like it or else cancel it. Incase you are not offered any seat still you would have the previous seat. In this way you would at least have one option left.

Hey,
The All India Counseling is a complete independent process from the state counseling. There is no such norm that a student has to apply for All India Counseling before applying for State Quota counseling.
Even if a student doesn't participate in the All India Counseling he or she is free to participate in the state counseling of his or her state.
It's up to you whether you have to take the seat allotted to you through All India Quota or state quota.
