With 15000 rank what kind of Colleges i can get through upsee??

With this rank, you have a lot of options available.
However, you will find it difficult to get into the topmost colleges of UPSEE.
Still, do not lose hope as you just have to work harder than your college mates to get into a decent college.

OS means your rank among the ones who have applied for UPSEE but are not from the UP state.There are two types of degree. Btech degree is the normal one where you study for 4 years and then gets graduated with a BTech degree.In a dual degree, you complete your BTech as well as MTech in 5 years that save your extra year.However, you cannot pursue MTech degree from another college and do not get a BTech degree separately.So, choose accordingly whether to do BTech or dual degree.Also, your rank depicts your position among the ones who have gone for the dual degree as well.hope this will help!

You should not go for a dual degree through the UPSEE exam as there are not good options available for you.Also, it is better to do MTech from decent colleges, if you want to, with the help of GATE exam.
