with 28310 all india rank a student of general get mbbs govt seat ?

With this rank, your score would be between 530-540
It is pretty good score, but getting seat in government medical college is difficult
As top score is 720 this year cut off is very high
Cut off varies every year depending on no of seats available, last year's trends, difficulty level of exam and so on.
However you can try for private colleges using state quota counseling
