with 448 marks under sc category do I have a chance of govt. mbbs seat in 2nd round of AIQ?

Since you have not mentioned your home state so considering it as Rajasthan according to your profile.
So on such marks and category you have very low chances of getting MBBS seat in any government medical college in AIQ counselling of NEET 2020 but yes you can get either BDS seat in some colleges through AIQ counselling or you can get MBBS seat in Management quota under state quota counselling of Rajasthan in some Government medical colleges according to previous year's cut-off. As we go through previous year's cut-off then it shows that you can get following colleges :-
