As NEET 2020 question paper level was easy so there are high chances that cutt off will go higher than last year i.e. NEET 2019 although we can't say anything until NTA declared NEET 2020 results. We can predict cutt off for different states once after NTA release the results of NEET. For your reference last year lowest cutt of mark for government college in WB through AIQ is given below.

Hey dear, cutoff changes every year, if you see the last year's cutoff which went very high that even students getting 500 marks were unable to get a govt. Mbbs college.
