With 590 marks in neet 2019 and delhi obc quota. If i get UCMS in 2nd round,can i upgrade to a better college in mop up round?

Yes but it is very risky because you would have to first leave the seat and then choose,, secondly MCC also takes penalty of Rs10000 from students who leaves college after 2nd round,, so it is not a good choice.
