The Central Seat Allocation Board (CSAB) special round is for admission of all JEE Main 2019 qualified candidates in left over seats of NITs,IIITs and SFTIs after the initial rounds of counselling.

With 69k rank your chances of getting core branches in top colleges are negligible as those seats are rarely vacant and get filled by JoSSA rounds itself.

However you might get some less sought after course in a decent engineering college.
