With 78.34 percentile what is the rank and can i get vssut or igit in cs or ece ??

As you have mentioned that you have acquired 78.34 percentile and considering this is your jee mains percentile so in this percentile your rank would be somewhat around 2L.
Taking into consideration that you belong to general category there is less chances to get a good branch in vssut burla as the cut off does not goes below 1.5L. For lower branches like production,civil, chemical.
But you have fair chances for igit saranag you can get core branches there.
