With a rank of 6805 in ipu cet 146 will i be able to get admission and being an outside delhi with gen category

Hello Kandarp!
It is really tough to get a seat for an outside delhi student with the rank mentioned by you. You may not get the IPU campus or other govt. Colleges but yes you can get provate colleges under IPU like Maharaja Agrasen and others.
