Dear Harsh, you havent mentioned your Category. Neverthless, in 2018 under State Quota for UP, the cut offs for various Categories have been as follows:



General Category: 469

OBC: 429

SC: 372

ST: 169



For Delhi, the cut offs have been as follows:



General Category: 562

OBC: 511

SC: 514

ST: 304



Going by previous cut offs of both the States, you have a decent chance at a seat in a Government Medical College in both the States. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. Regarding a chance in All India Quota, you might get a seat in atleast Round 2 of counselling.

You can try for a government college in U.P. as the cutoff of government college of Delhi is much higher. You can get MBBS in government colleges but chances are less in Delhi. Try in U.P. or in any other state through All India Quota. I cannot tell the exact colleges you can get as the cutoff varies every year.
