With AIR 16215 & 570 marks inNEET 2019, what are my chances of getting govt college in delhi with 85% state quota (UR) in second counselling

That's a decent score but can be risky this year especially in a state like Delhi which has performed so well in NEET 2019. North Delhi Municipal Corporation Medical College, New Delhi this college had cutoff 562 marks last year. Even Dr Baba Saheb Ambedkar Medical College and Hospital, New Delhi and Lady Hardinge Medical College for Women, New Delhi had cutoffs 567 and 568 respectively. But this doesn't mean you can get this colleges as you might obviously be knowing That the cutoffs change every year and this year toh it's gonna ride since the number of candidates had increased and also the paper level was called easy comparatively. So keep trying in these 3 colleges since other colleges had even cutoffs higher than 570 last year so this year it will be even more.
