with my category rank 129560 (OBC) in jee main 2021 is there any chance to get CS or IT branch with josaa or upsee councelling

See for UPSEE counselling it is quite difficult to say because this is the very first time when UPSEE counselling is going to be conducted on the basis of JEE-Main so we don't have any previous year data through which we can help you but through JOSAA counselling it is not possible to get any of the colleges through JOSAA counselling because the closing OBC ranks of last year were like :-

So on such OBC rank you have no chance to get any of the NITs/IIITs/CFTIs/GFTIs until and unless you deserve Home state quota for some of the said institutions and likewise , so I would recommend you to either go for state counselling for autonomous government colleges or for private colleges or you can prepare for further attempts of JEE-Main and to help you in your preparation we have some resources which you can access from the link given below :-
